According to the source, total tax includes the taxes that the Belgian federal tax administration collected and are reported in the federal Ways and Means budget. They also include the collected taxes that are transferred to different government levels and different institutions like for example the social Security Funds, the Regions, the Communities and the EU. This total of taxes collected on the federal level, however, does not include taxes that are transferred to local governments.
