Opinions on attacking populated areas in war worldwide, 1999 and 2016

This statistic shows the share of people from 16 countries worldwide who believed that attacking combatants in villages and towns, knowing civilians would die, is a part of war, in 1999 and in 2016. In 1999 30 percent of people thought it was just a part of war. By 2016, that figure had risen to 34 percent.

Is attacking combatants in civilian populated areas, knowing that many would be killed, wrong or just a part of war?
