Ranking of Russian cities by congestion level in 2019

In 2019, Moscow was rated as the most traffic jam prone city in Russia and the fifth most congested city in the world, according to TomTom Traffic Index. Traffic jams in the Russian capital increased the travel time by 59 percent compared to the uncongested traffic. In Saint Petersburg, the congestion level was measured at 49 percent.

We start by establishing a baseline of travel times during uncongested, free flow conditions across each road segment in each city. We then analyze travel times across the entire year (24/7) for each city – and compare this information against free flow periods to derive extra travel time."
