Level 2 chargers are alternating current (AC) chargers. The source defines them as "equivalent to an upgraded home charger that uses a 208-240 volt circuit (used for an electric clothes dryer) and usually requires a 50-amp breaker for each charger."
Level 3 chargers are direct current (DC) fast chargers. The source definies them as requiring "a much larger grid connection to convert the AC current to DC. An EV's battery management system must be able to handle the rapid flow of electricity – currently as high as 350 kW."
