Russia had the largest number of operating steel plants in Central and Eastern Europe (CEE), measuring at 31 as of March 2023. Of them, the majority were electric and blast furnace steelmaking plants. Ukraine accounted for the second largest count of steel plants in the CEE region, followed by Poland.
