Tobacco control scale index in Europe 2021

As of 2021, the United Kingdom and Ireland had the best ranking of tobacco policies in their countries according to the tobacco control scale. On the other hand, Germany and Switzerland were among the countries designated the lowest score.

The WHO Framework Convention for Tobacco Control and the World Bank have identified six policies that should be prioritized in a comprehensive tobacco control program. These policies form the basis of the index shown.

The tobacco control scale is based on the level of implementation of six World Bank policies. These policies are:
• Price increases through higher taxes on cigarettes and other tobacco products;
• Bans/restrictions on smoking in public and workplaces;
• Better consumer information, including public information campaigns, media coverage, and publicizing research findings;
• Comprehensive bans on the advertising and promotion of all tobacco products, logos and brand names;
• Large, direct health warning labels on cigarette boxes and other tobacco products;
• Treatment to help dependent smokers stop, including increased access to medications.
