Hydro Québec was established in April 1944 under the government in Québec after criticism from citizens on the high prices and profits of the electric sector in the province. This public utility is based in Montreal and focuses primarily on generating, transmitting, and distributing electricity across Québec. In 2017, the company generated revenue of about 14.4 billion Canadian dollars. It is also one of the largest electric utilities in Canada that purchases and generates clean energy. Hydro Québec currently serves over four million customers and has one of the lowest electricity rates in North America. If the company has an electricity surplus, the company will often sell part of the electricity to nearby systems in Canada and the United States. Currently, Hydro Québec focuses primarily on hydroelectric generation but has also begun to develop other renewable technologies such as wind energy and biomass. As hydropower is not a fossil fuel, its exports are unaffected by fossil fuel price fluctuations.

Due to the electricity deregulation that occurred in the United States in the late 1990s, Hydro Québec created separate business units: Production, Transénergie, Distribution, and Équipement et Services Partagés. The latter is considered a subsidiary that builds generation and transmission facilities for the company. Today, Hydro Québec boasts some of the cheapest electricity rates in North America.

Hydro Québec also conducts R&D for the energy industry through its research institute, L’Institut de recherché d’Hydro-Québec (IREQ). IREQ focuses primarily on high voltage, mechanics, thermomechanics, and network simulations. More recently, the institute has also delved further into large-scale electrification of ground transportation, for example, improving electric drive trains.
