In an online survey of 2019, more than 60 percent of freelancers in Japan answered that they had experienced power harassment at their workplace. More than one third of respondents reported that they had experienced sexual harassment. Although the Japanese parliament voted for stricter action against workplace harassment in May 2019, the revised legislation did not cover freelance workers. About 45 percent of those who had experienced harassment themselves stated that they did not talk about it with other people.
