In 2017, 10.4 percent of students leaving secondary school in New Zealand did so without attaining NCEA Level 1. In New Zealand, students must attend school until they are 16 years old. The National Certificate of Educational Achievement (NCEA) is the official secondary school qualification in New Zealand. Students can gain NCEA Level 1, 2, or 3 if they meet the requirements set out by the standard.
