Not all agencies submit reports for arson to the FBI. As a result, the number of reports the FBI uses to compute the percent of offenses cleared for arson is less than the number it uses to compute the percent of offenses cleared for all other offenses. *The FBI revised their definition of rape in 2013. The term “forcible” was removed from the offense name, and the definition was changed to “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”
