Finland: population with foreign background by region 2022

As of 2022, 9.1 percent of the Finnish population had a foreign background. The share of individuals with foreign background was the highest in Åland, with 17.6 percent, followed by the capital region of Uusimaa (including the cities Helsinki, Vantaa and Espoo), with 16.9 percent.

Persons who have been born abroad and whose parents' data are not included in the Population Information System are also considered to be persons with foreign background. Persons born in Finland before 1970, whose native language is a foreign language have been considered to be persons with foreign background, as have persons born in Finland in 1970 or after this, whose parents' data are not included in the Population Information System. Persons, whose mother tongue is not Finnish, Swedish or Sami are regarded as foreign-language speakers."
