According to the source, public events included street protests, public lectures, festivals, performances, and concerts, even when they are held outside, as well as political agitation, e.g. distributing flyers on the street or sticking posters in the subway.

The source specified that the politics was determined in a broad sense, e.g. a person was detained at a political event dedicated to ecology, sexual minorities' rights, infill construction or social demands, or a political activist was detained while agitating or only famous with their political or social activity. Detentions within criminal or administrative cases were not considered, even when they were related to an activist's political activity.
