SNHs were defined as those with a percentage of Medicaid and uninsured discharges in the top quartile within the State. Principal diagnoses were identified using the Agency for Healthcare Research and Quality (AHRQ) Clinical Classifications Software (CCS) diagnosis categories.
Note: As defined by the Institute of Medicine, the health care safety net comprises hospitals and other providers that organize and deliver a significant level of health care and other health-related services to patients with no insurance or with Medicaid.
