Lowest human rights and rule of law index scores in 2022, by country
The countries with the lowest human rights and rule of law index scores are located all in Europe, except New Zealand and Costa Rica. In a scale from zero to 10, where zero represents the best conditions and 10 the worst, Norway, Finland, Austria and Iceland scored the lowest points. On the contrary, Yemen was considered to be the worst country for human rights and rule of law.
