Stationary installations covered by the European Union Emissions Trading System (EU ETS), such as power plants, refineries, and steel mills, emitted roughly one billion metric tons of carbon dioxide equivalent (MtCO₂e) in 2023. Germany accounted for around 28 percent of emissions from the stationary sector that year, having emitted 285 MtCO₂e. Poland followed, with verified emissions of almost 115 MtCO₂e. Several of the biggest emitters in the EU are coal-fired power plants in Germany and Poland.
The EU ETS covers emissions from roughly 9,000 stationary installations.
