EU projected international shipping emissions 2040

Greenhouse gas emissions for international shipping in the European Union were 137.5 million metric tons of carbon dioxide equivalent (MtCO₂e) in 2019. Although emissions plummeted in 2020, GHG emissions from international navigation are projected to rise to 154 MtCO₂e by 2040, under a 'with existing measures' (WEM) scenario. Under the 'with additional measures' (WAM) scenario, which takes into account planned measures that will be implemented in the future, emissions from international shipping could climb to 147 MtCO₂e by 2030, before decreasing to 143 MtCO₂e by 2040.

WEM scenario: The 'with existing measures' (WEM) scenario is a baseline scenario which reflects the effects of all existing, adopted and implemented, policies and measures at the time the projections were prepared.

WAM scenario: The 'with additional measures' (WAM) scenario takes into account the measures that were at the planning stage at the time the projections were prepared and will be implemented in the future. Not all countries provide this scenario.
