In 2018, 52 percent of U.S. state chief information security officers (CISOs) cited a lack of sufficient cybersecurity budget as one of the leading barriers that their state faced in addressing cybersecurity challenges. Inadequate cybersecurity staffing was the second-most frequently cited barrier to an effective state cyber program.
