In 2020, the index marked a slight increase, indicating an improvement in online communication between authorities and citizens. Russia's score was categorized as Very High-EGDI. The index is based on three components: online services, telecommunication infrastructure, and human capital.

- Very High-EGDI (Greater than 0.75)
- High-EGDI (Between 0.50 and 0.75)
- Middle-EGDI (Between 0.25 and 0.50)
- Low-EGDI (Less than 0.25)
