Carbon dioxide emissions in the European Union (EU-28) 1985-1995 The statistic shows the level of carbon dioxide emissions in selected countries in the European Union (EU-28) from 1985 to 1995. During this period, Germany had the highest levels of carbon dioxide emissions, with emissions at 1,040.8 million metric tons of CO2 in 1985. From then, emissions gradually decreased yearly, dropping to 884.4 million metric tons of CO2 by 1995. In comparison, emissions in Italy increased from 1985 to 1995.
