According to Cisco, IP connection blocks are spam messages that are immediately blocked by spam-detecting technology. This is due to the technology recognising a spam sender with a bad repuation score. The number of IP connection blocks worldwide has increased steadily over the past year and the United States has the most of them with over 2 million.
This chart shows IP blocks by country in Dec 2015 and Nov 2016.
