Before an investor or developer considers a location, there is a multitude of factors considered. According to industry experts, the most important factors to be considered for 2022 were the city's economic performance, market size and liquidity, and availability of assets or new development opportunities.

Lisbon, Portugal's capital led in terms of prospects for development and for investment. Other cities that were at the top of investors lists included London, Berlin, and Paris.
