India - opioid user share by level of use 2018

According to a survey on substance use in India between December 2017 and October 2018, around 1.14 percent of respondents were current users of heroin. About 0.57 percent were classified as problem users. Lack of rehabilitation centers in the country and awareness about substance abuse could be the reason for this problem use of drugs.

According to source, problem users are those who score between 4 and 26 (for alcohol between 11 and 26) on the WHO ASSIST test and have experienced any harmful consequence of substance use within the last three months.
Dependent users are those who score over 26 points on the WHO ASSIST tests.
