From July 2022 to June 2023, almost half of the network intrusions by the Russian state or state-affiliated cyber threat actors were directed against Ukraine. A further 36 percent of incidents targeted NATO member states. According to the research, Russia's state-affiliated cyber threat actors aimed another four percent of cyber attacks at Europe and a similar share of attacks at Latin America.
