As of the fourth quarter of 2018, Svalbard had a penetration rate of broadband subscriptions in households of nearly 99 percent, while Oslo had the highest penetration rate among counties, of roughly 94 percent that year.

Libraries, Internet cafés, businesses offering different types of temporary Internet-access etc. are not included in the figures. Suppliers of mobile broadband are not included in the survey.

The source adds the following information: "Svalbard is not defined as a county within the Law, but in official statistics Svalbard is treated along with the other counties in Norway."
