In the two decades before the COVID-19 pandemic, international tourist arrivals had been growing for the most part consistently, reaching an all-time high of 1.47 billion in 2019. The growth is mirrored across continents and regions. More than half of international tourist arrivals worldwide take place in Europe, where arrivals doubled from 365 million in 1998 to 746 million in 2019.
