In 2022, public prosecutors in Japan newly received close to 276 thousand people who violated the Special Acts, of which about 196 thousand were road traffic-related violations. The total number of violations has steadily decreased over the past ten years, starting at around 450 thousand offenses in 2013. Special Acts violations refer to those criminal offenses not covered by the Penal Code, relating, among others, to road traffic, security, environment, public morals, child prostitution and pornography, work environment, and elections.
