According to the source, the figures are based on Valvira's (the National Supervisory Authority for Welfare and Health) register of retail sales and licensed serving of alcoholic beverages, as well as on estimated unrecorded consumption (passenger alcohol imports, illegal imports of alcohol, legal and illegal home preparation, surrogates and alcohol consumed by Finns outside Finland, minus the alcoholic beverages purchased in Finland by foreigners) based on surveys conducted by TNS Gallup and the Finnish National Institute for Health and Welfare (THL).
