The source stated that high pollution refers to the content of one or more substances in the atmospheric air that exceeds the maximum permissible concentration by 10 or more times.

Extremely high pollution exceeds the maximum by 20-29 times when this level is maintained for more than two days, by 30-49 times when this level is maintained for eight hours, or by >50 when this level is fixed.
The pollution level >50 is accompanied by visual and organoleptic signs, including the appearance of a persistent smell that is not characteristic of a particular area or season, the fall of tinted rains and other atmospheric precipitation.
