Digital skills assessment of Russians by age 2021

Over 28 percent of Russians aged between 15 and 24 years were assigned a digital skills level above basic in 2021. That was the highest share of population possessing a high degree of competence in working with information, communication, setting up digital equipment, using online services, and operating a software. To compare, over a half of Russians in the age category between 55 and 64 years were assigned a low level of digital skills.

The assessment was based on the activities that individuals have carried out over the past three months in the following five categories: work with information, communication, setting up digital equipment, use of online services, and operation of a software.
The digital skills level were defined as follows: Above basic: possessing skills from all groups on the level above basic;
Basic: possessing skills from all groups under he condition that at least in one group the skill level was basic;
Low: lack of skills in one or two groups;
No skills: lack of skills in all five groups.
