According to a Gallup poll, Kentucky and West Virginia have the highest smoking rates in the United States at 30.2 and 29.9 percent of their populations respectively. Unsurprisingly, states with smoking bans tend to have significantly lower rates of smoking than states that don’t - Kentucky, West Virginia and Mississippi, the three worst offenders, fit into the latter category.
