This graph illustrates the average distance in minutes travelled by the French to seek outpatient care from a general practitioner in 2010, by level of potential localised accessibility (PLA). That year, patients living in the communes with the lowest PLA (level 1) took more than 15 minutes to reach a general practitioner.

The source adds the following information: "The Potential Localized Accessibility (PLA) allows to estimate the availability of the offer at the communal level. It can be read as a density by relating the number of accessible professionals, in full-time equivalent, to the population (per 100,000 inhabitants). This indicator takes into account, on the supply side, the level of activity of professionals in the municipality of residence or neighbouring municipalities and, on the demand side, the age structure of the population within the professionals' radius of practice. In this work, the PLA is studied on 4 levels: the first level concerns the
communes with the lowest PLA (less than or equal to half the national average); the second level groups communes with low PLA (between half the national average and the national average included); the third concerns communes with high PLA (i.e. higher than the national average but less than or equal to twice the national average); and the fourth concerns the municipalities with the highest LPA (more than double the national average). »
